The IWQoS 2003 is being held in the Doubletree hotel in downtown Monterey city, located in the heart of the Monterey Peninsula in Northern California. Originally established by the Spanish in 1770, the city of Monterey was the first capital of California , and many historic Spanish, Mexican and early American buildings still stand in the central part of the city. Monterey is perhaps most famous for its glorious scenery, and has been called "the perfect meeting of land, sea and sky". Its attractions include R.L.Stevenson's home , Colton Hall (where California's first constitution was written), lively Cannery Row and Fisherman's Wharf, the Monterey Aquarium, and the world-famous Pebble Beach golf course.
