Finding a particular paper

A UC Berkeley library card allows you to log in to the Kresge Engineering Library web site and retrieve papers from the INSPEC system. INSPEC allows downloading journal and conference publications published by many organizations, including the IEEE. With some older publications, you cannot get an electronic copy, but the INSPEC system will tell you where to find a printed copy in the UC Berkeley library system. We also have a lot of conference proceedings online locally at ICSI, and printed conference proceedings on various ICSI 5th floor bookshelves. A Google search on a paper name will often turn up a downloadable copy.

Finding papers on a particular topic

INSPEC allows keyword searches, but for some reason I have had better luck using Google at www.google.com. It's worthwhile entering more than one search query into Google, trying different sets of words that relate to the same topic.

Citeseer at http://citeseer.nj.nec.com/ is a search engine for research publications. You can enter a search string (like with Google) and see what papers it turns up. Starting from a given paper it will allow you to trace chains of citations backwards ("Citations") or forwards ("Cited by"), to the extent that Citeseer's database is aware of the citations.

The Kresge Engineering Library web site offers the Web of Science system. I have not used Web of Science, but it sounds like it has similar citation-tracing functions to Citeseer. I expect that it is complementary to Citeseer in terms of it providing some articles Citeseer does not and vice versa. The Web of Science web site lists a bunch of journals in acoustics, signal processing, machine learning & pattern recognition that they index, but doesn't say anything about conference proceedings.
