Back in 1996, David Johnson wrote some documentation describing the 'best practice' for structuring a data directory in the /u/drspeech tree, as well as several other naming and structuring conventions. While some of this has now been overtaken by de facto usage, and some of it was a hope for the future rather than a description of fact, it's still the best explicit introduction to what the different subdirectories under /u/drspeech are trying to achieve. You should find it at /u/drspeech/share/doc/drspeech.txt ; here's a web-accessible copy.
